New image 700 by 650 and open element frame 4 edit copy and paste as a new layer on your new image. 

Select inside the middle of your frame with your magic wand. Choose paper 1 and paste it into your selections. Selections none. Move it under your frame.

Place your tube lower left and towards the middle.

Open paper 6 and place it behind your frame. Go to  layers new mask from image and merge together your mask and paper.

Element 61 upper left hand side and move it just behind your tube. Duplicate image mirror and move the other lower right. Behind your tube.

Ship element 79 behind your tube and in the middle of your frame.

Use the sea turtle element 12 and arrange upper top part of your frame.

Element 14 left hand side of your frame and behind your tube.

Element 28 bottom part of your frame and under your tube.

Chest element 3 image mirror lower right hand side.

Fish element 64 lower left and place it in front of your tube.

Element 44 right hand side and behind your tube. Duplicate image mirror and arrange it just above on the left hand side.

Last use element 32 move it to the top part of your frame and under it. 

Layers merge visible.

Add your name and copy right information.
